DESCRIPTION:The UK government has borrowed billions of pounds from its emer
 gency Bank of England overdraft to finance the fight against Covid-19\, dr
 awing money from the Bank's "ways and means" facility to help workers andb
 usinesses.\nThe last time it was used was at the height of the financialcr
 isis in December 2008\, but this time the government needed to raise a lot
  of money in a short period to pay for its economic stimulus package tosup
 port the economy.\nWe are now very familiar with the range of support avai
 lable from the Job Retention Scheme grant and Business Interruption Loans 
 to the recent Bounce Back Loan but how effective are they and are business
 es able to access the funds as quickly as needed?\nOur expert panel this w
